  1. Launch iTunes on your Mac or PC.
  2. Now in the top navigation, click on iTunes and then Preferences.
  3. In the Preferences window, now click on the Sharing tab.

As a side note, newer versions of iTunes tend to hide the sidebar by default, which can make it a little difficult to find. Just go to View in the top menu and click on Show Sidebar to bring it back. This is where you'll see a list of shared libraries when they're available.
